Why are some licensed balloons not available in some countries?

In order to manufacture balloons with a trademarked character, the manufacturer (the licensee) must enter into an agreement to produce the products with the licensor (the owner of the trademark). 

In North America, Anagram and Pioneer (Qualatex) manufacture the majority of licensed balloons. In some cases, the agreements manufacturers have with the licensor will not allow them to sell products in certain countries. Their agreements could also require them to manufacture a different design for different markets. Therefore, we are not always able to source all licensed balloons.
